Draft Stellenbosch Town PlanCLEAN

The Rector-Mayor Forum that coordinates activities between Stellenbosch University and Stellenbosch Municipality facilitated an amazing collaboration between Stellenbosch University researchers and top municipal officials to develop a spatial vision for Stellenbosch town. Called the Shaping Stellenbosch campaign, this resulted in an innovative Transit-Oriented Development (TOD) approach to the future. Unfortunately, the approach has not been adopted because influential land owners on the peripheries have convinced key policy makers that it is preferable to sprawl Stellenbosch outwards away from the poor areas and lively CBD. United Cities and Local Governments (UCLG), the largest association of cities in the world, has published GOLD IV 2016 the Fourth Global Report on Decentralization and Local Democracy. Entitled Co-Creating the Urban Future, this is probably the most comprehensive and up-to-date review of the state of local governance available. Prepared for release at the Habitat III summit starting in Quito next week, this report captures a perspective that breaks from the neo-liberal paradigm that dominated the discourse of the Habitat II summit that took place in Istanbul in 1996. Edgar Pieter, Anton Cartwright and I helped write the concluding chapter. I attended the Istanbul summit and I will not attend the Quito summit where the New Urban Agenda will be adopted. The adoption of the SDGs in 2015, the Paris Agreement and the New Urban Agenda when read together provide a new terrain of contestation about the future of cities and urban settlements, with special reference to nature of urban economic development and the ecological sustainability of urban systems.
